   CYBERBULLYING, a huge disaster for the young people

Dear Kiwanian friends,
since 2015, the ITALY-SAN MARINO DISTRICT has been promoting the CYBERBULLYING SERVICE among our other specific Service activities. This is a solid initiative for information on and the prevention of Cyberbullying, asking our local clubs to carry out meetings in schools and to collaborate with the Police and recommended experts in the District whenever possible.

This current situation of the phenomenon  is  certified by the truly worrying data from the 2016 CENSIS report. 52% of school directors had to intervene personally in  episodes of cyberbullying, 10% in cases of sexting (sending sexual images or video by mobile phone), and 3% in cases of online grooming. In 51% of cases the involvement of Law Enforcement was necessary. 90% of school directors believe that the phenomenon of cyberbullying is worse than bullying, because the consequences are faster, longer-lasting and more painful in terms of its negative effects on personal reputation. According to 78% of school directors, cyberbullies tend to target young people who are psychologically weakest.

Parents know little about the problem. 81% of school directors stated that parents tend to minimize the problem, believing it to be little more than a joke between young people. For 49% of school directors, the greatest difficulty in tackling the problem is that of making parents aware of its severity, and 20% in making them understand what has happened. According to 89% of the opinions collected, cyberbullying is more difficult to detect with respect to episodes of traditional bullying, because adults are excluded from the online life of adolescents. 93% of school directors believe that the example set by parents has a significant influence on the behavior of cyberbullies. From these CENSIS data it is evident how indispensable every effort is in order to tackle this alarming phenomenon.

What results did we achieve last year in the District?

– 64 Seminars directed at children and significant adults (teachers and parents)

– 33 Clubs have held meetings/seminars on Cyberbullying according to District guidelines

– The involvement of over 13,000 students

– A public conference (parents, teachers, students and the public) from KC FOLLONICA

 These are important numbers underlined by our greatest success: A NATIONAL “FOCUS CYBERBULLYING” CONFERENCE organised by the District on the 9th May 2017 at the Camera dei Deputati (the lower house of the Italian Parliament). The Conference was an opportunity to focus on the phenomenon thanks to the presence of experts and input from operators on the frontline of prevention and information, especially in light of the new laws which were then being planned, now in place with the current 71/2017 Law. The experts on the phenomenon present at the Conference accepted my proposal to be part of a DISTRICT OBSERVATORY FOR BULLYING, set up this year to promote effective action and to push institutions into adopting projects and policies that could have a real effect on the phenomenon. The Observatory is therefore operating in order to provide concrete support to District clubs that require it. Furthermore, this year we have developed a network of collaboration agreements with important organisations in order to be able to make use of qualified partners and professionals, and thus assisting our clubs who really want to work “in the field” undertaking meetings with local schools.

Thus, an important AGREEMENT PROTOCOL BETWEEN THE ITALY-SAN MARINO KIWANIS DISTRICT and THE NATIONAL ORDER OF PSYCHOLOGISTS CONCERNING THE PREVENTION OF AND THE FIGHT AGAINST  CYBERBULLYING was confirmed on 6th February, which is SAFER INTERNET DAY 2018 (the world day of online security), after an entire day on the topic of cyberbullying, as organised by KC Siracusa.

Thanks to this protocol the Kiwanis Clubs, in their local areas, will be able to request the support of expert psychologists regarding bullying and cyberbullying in order to promote and carry out seminars directed at students, parents and teachers at local schools. The National Order of Psychologists will be able to provide Kiwanis Clubs with the support of psychologists, guaranteeing a code of conduct and competence in this field. Finally, Kiwanis and the National Order of Psychologists will be able to promote further initiatives, conferences and research activities on bullying and cyberbullying in order to implement areas of collaboration. This important partnership agreement has been created thanks to the constant efforts of the District over the years, which has gained increasing credibility in the field – that is, in first line prevention and action against Cyberbullying.

In practise, what should a Kiwanis Club wishing to request the hep of a psychologist for a meeting do? It’s simple: contact me by phone and then send me a formal request via email with the proposed dates.

By now we are already in the second term of activities and much has been done by the clubs. However, now is also the moment of the final sprint prior to the conclusion of the school year (we advise you to avoid May, the last month that schools use for all their end-of-year activities). We are asking the clubs to intensify their efforts in order to tackle the alarming phenomenon. I believe that it is critical to continue the District “service” campaign of information and training on Cyberbullying in schools according to our strengthened DISTRICT FORMAT:  morning meetings in schools with the students and afternoon meetings with significant adults (parents and teachers) in order that they can be informed about the phenomenon, be aware of their preventative role and recognise the beginnings of this behaviour in young people. Furthermore, it would be advantageous, especially in light of the important developments introduced by the 71/2017 Law and in the MIUR (Ministry Of Education and Universities) Guidelines on Training for the prevention of and action against Cyberbullying, to promote “peer education” projects in schools, or rather education concerning responsibility among peers: a young person who has received peer education can become an equal educator, undertaking educational activities with their peers (that is, people close to his/her age). The ambitious and preferred objective remains that each club will be able to hold at least one meeting in their local schools.

– a report with photos immediately after the activities to the District Webmaster (webmaster@kiwanis.it) in order that they can be published on the official District site (last year unfortunately 4 clubs, not having sent their report to the official site, did not receive recognition by the District during the Convention).

   CYBERBULLISMO, un enorme disastro per i giovani

Cari amici kiwaniani,

il DISTRETTO ITALIA-SAN MARINO sin dal 2015 promuove, fra le proprie azioni di servizio specifiche, il SERVICE CYBERBULLISMO, una attività concreta di informazione e prevenzione sul Cyberbullismo, chiedendo ai nostri club sul territorio di svolgere incontri nelle scuole, ove possibile con la collaborazione della Polizia Postale e degli esperti suggeriti dal Distretto.

L’attualità di questo nostro “service” distrettuale è certificato dai dati veramente impressionanti del rapporto CENSIS 2016 sul fenomeno (che anch’esso troverete e potrete scaricare nel sito ufficiale del Distretto). Il 52% dei presidi italiani ha dovuto gestire episodi di bullismo digitale, il 10% di sexting e il 3% di adescamento online. E nel 51% dei casi si sono rivolti alle forze dell’ordine. Ma i genitori hanno poca consapevolezza e tendono a sminuire il fenomeno, dice l’81% dei dirigenti scolastici Per il 77% dei presidi delle scuole italiane medie e superiori internet è l’ambiente dove avvengono più frequentemente i fenomeni di bullismo, più che nei luoghi di aggregazione dei giovani (47%), nel tragitto tra casa e scuola (35%) o all’interno della scuola stessa (24%). Il 52% dei presidi ha dovuto gestire personalmente episodi di cyberbullismo, il 10% casi di sexting (l’invio con il telefonino di foto o video sessualmente espliciti) e il 3% casi di adescamento online. L’identikit del cyberbullo. Per il 70% dei dirigenti scolastici i cyberbulli sono indifferentemente maschi o femmine, per il 19% invece sono in prevalenza ragazze e per l’11% soprattutto ragazzi. Il 90% dei dirigenti pensa che il fenomeno del cyberbullismo sia più grave del bullismo, perché più doloroso per chi ne subisce le conseguenze e più rapido e duraturo negli effetti negativi sulla reputazione personale. Secondo il 78% dei presidi i cyberbulli tendono a colpire i ragazzi psicologicamente più deboli. Genitori poco consapevoli. Per l’81% dei dirigenti scolastici i genitori tendono a minimizzare il problema, ritenendo il bullismo digitale poco più che uno scherzo tra ragazzi. Per il 49% dei presidi la maggiore difficoltà da affrontare è proprio rendere consapevoli i genitori della gravità dell’accaduto, per il 20% capire esattamente cosa sia successo. Secondo l’89% delle opinioni raccolte il cyberbullismo è più difficile da individuare rispetto a episodi di bullismo tradizionale, perché gli adulti sono esclusi dalla vita online degli adolescenti. Il 93% dei presidi ritiene poi che l’esempio dei genitori influenzi molto o abbastanza il comportamento dei cyberbulli. Da questi dati Censis è evidente quanto sia indispensabile ogni sforzo per contrastare l’allarmante fenomeno.
Ma quali sono stati i risultati raggiunti l’anno scorso dal Distretto?

  • 64 Seminari rivolti a studenti e ad adulti significativi (docenti e genitori)
  • 33 Club hanno svolto incontri/seminari sul Cyberbullismo secondo le linee guida del Distretto
  • oltre 13.000 studenti coinvolti
  • un Convegno Pubblico (Genitori, Insegnanti, Studenti e pubblico) dal KC FOLLONICA

Numeri importanti suggellati dal nostro fiore all’occhiello: il CONVEGNO NAZIONALE “FOCUS CYBERBULLISMO”organizzato dal Distretto il 9 maggio 2017 alla Camera dei Deputati. Il Convegno è stato una occasione per fare un focus sul fenomeno grazie alla presenza di esperti ed alle testimonianze degli operatori maggiormente attivi sul fronte della prevenzione ed informazione del fenomeno, anche alla luce anche delle novità legislative allora in itinere, poi esitate con l’attuale legge 71/2017. I relatori al Convegno, esperti sul fenomeno hanno poi accettato la mia proposta di far parte dell’OSSERVATORIO DISTRETTUALE SUI BULLISMI istituito quest’anno per promuovere azioni efficaci e spingere le istituzioni verso l’adozione dei progetti e delle politiche che possano realmente incidere sul fenomeno. Ebbene l’Osservatorio sta operando dando un concreto sostegno ai club che lo hanno richiesto al Distretto. Inoltre quest’anno abbiamo messo a punto una rete di accordi di collaborazione con importanti organizzazioni al fine di poter disporre di partner qualificati e professionali e quindi per favorire i nostri club che vogliano realmente “scendere in campo” con incontri nelle scuole del territorio.

Proprio in tal senso un importante PROTOCOLLO D’INTESA tra il KIWANIS DISTRETTO ITALIA-S.M. ed il CONSIGLIO NAZIONALE ORDINE DEGLI PSICOLOGI IN MATERIA DI PREVENZIONE E LOTTA AL BULLISMO E CYBERBULLISMO è stato siglato il 6 febbraio scorso, SAFER INTERNET DAY 2018 – la giornata mondiale della sicurezza nella rete, alla fine di una intera GIORNATA SUL CYBERBULLISMO organizzata dal KC Siracusa su delega del Distretto.

Grazie al Protocollo i Kiwanis Club, nell’area di propria competenza territoriale, potranno richiedere il supporto di psicologi esperti sul tema del bullismo e cyberbullismo per promuovere e svolgere seminari rivolti a studenti, genitori e insegnanti riguardanti i suddetti temi presso Istituti Scolastici del territorio in date che dovranno essere precedentemente concordate; Il Consiglio Nazionale Ordine degli Psicologi potrà fornire ai Kiwanis Club richiedenti, nel limite delle disponibilità, il supporto dei propri psicologi iscritti, garantendo deontologia e competenza in materia. Infine Kiwanis e CNOP potranno promuovere ulteriori iniziative, convegni ed attività di ricerca sul bullismo e sul cyberbullismo per implementare le aree di collaborazione. Quindi un importante accordo di partnership che ha visto la luce grazie al costante lavoro svolto in questi anni dal Distretto che ha conquistato sul campo una crescente credibilità quale organizzazione in prima linea nella prevenzione e nel contrasto al Cyberbullismo.

In pratica un Kiwanis club che vuole servirsi di uno psicologo per un incontro sul tema cosa deve fare? Facile: basta contattarmi al telefono e poi inviarmi via email una formale richiesta con i dati salienti sull’incontro da svolgere.

Ormai siamo già all’inizio del secondo quadrimestre di attività e parecchio è stato fatto finora dai club. Ma ora è anche il momento dello sprint finale prima della conclusione dell’anno scolastico (vi consigliamo di evitare maggio, ultimo mese che le scuole utilizzano per tutte le attività di fine anno). Chiediamo ai club, di intensificare gli sforzi per contrastare l’allarmante fenomeno. Ritengo sia determinante continuare la Campagna di “service” distrettuale di informazione e formazione sul Cyberbullismo nelle scuole secondo il nostro consolidato FORMAT DISTRETTUALE: nelle scuole incontri di mattina con gli alunni e di pomeriggio con gli adulti significativi ossia genitori e docenti affinchè essi possano conoscere bene il fenomeno, essere più consapevoli della loro funzione di prevenzione del reato e riconoscerne i segnali premonitori dal comportamento dei ragazzi. Inoltre sarebbe auspicabile, proprio alla luce delle importanti novita’ introdotte dalla legge 71/2017 e nelle Linee di Orientamento per la prevenzione e il contrasto del Cyberbullismo del MIUR, promuovere nelle scuole anche progetti di “peer education” ossia educazione alla responsabilita’ tra pari: nella peer education (alla lettera “educazione tra pari”), un giovane opportunamente formato può diventare educatore paritario ed intraprende attività formative con altri giovani suoi pari, cioè simili quanto ad età. L’obiettivo ambizioso ed auspicabile rimane quello che ogni club possa promuovere almeno un incontro presso le scuole del territorio.
